CCTV Converter — Terms of Use

1. Acceptance

By downloading, installing or using CCTV Converter, you agree to these terms. If you do not agree, please do not use the application.

2. Free

CCTV Converter is free on the Microsoft Store. There are no in-app purchases, subscriptions, or paid tiers. All features are available to every user.

3. Offline operation

CCTV Converter runs entirely on your computer. It has no cloud services, no accounts and no analytics. Your footage is read, converted, and written locally and never leaves your device. The only network request the App makes is an update check: automatically about once a day when it starts, and whenever you choose “Check for updates”. The Microsoft Store edition asks the Store’s own update service; the direct-download edition requests a small static version file from davidarthur.app. An update check transmits none of your settings, files or footage, and nothing is downloaded or installed without your consent. The App makes no other network requests.

4. Bundled ffmpeg

CCTV Converter relies on a bundled copy of ffmpeg for video format detection and conversion. ffmpeg is distributed under its own open-source licence (LGPL/GPL); your use of CCTV Converter is also subject to those licence terms.

5. Accuracy and limitations

CCTV Converter detects video formats from signature bytes and converts to standard MP4. It supports Xiongmai IMKH, Dahua DHAV, Hikvision, raw H.264/H.265 and common video containers including MP4/MOV, AVI, Matroska/WebM, MPEG-TS, MPEG-PS, ASF/WMV and Flash Video, covering 27 file extensions in total. Footage from some systems (for example Bosch, Axis and Milestone) is identified but needs the vendor’s own player. Vendor-encrypted formats — for example Hikvision .crypt backups — are not recognised by any third-party tool: the App does not list them, so they will not appear among your files. Files it does list but cannot decode are marked “Cannot convert”. The optional date/time overlay reads each file's modification timestamp and is provided for convenience; if accurate evidence-grade timestamping is critical, verify the source timestamps independently. Converted, edited, or trimmed output should not be relied upon as the sole forensic or legal record; where footage may be used for insurance, legal, or law-enforcement purposes, always retain and verify the original source files.

CCTV Converter, including its code, design and documentation, is the intellectual property of David Arthur Software. You are granted a limited, non-exclusive, non-transferable licence to use it in accordance with these terms. The bundled ffmpeg component is covered by its own open-source licence, as described in section 4.

8. Disclaimer of warranties

CCTV Converter is provided “as is” and “as available” without warranties of any kind, either express or implied, including implied warranties of merchantability, fitness for a particular purpose and non-infringement. We do not warrant that it will be uninterrupted, error-free, or able to convert every file you give it.

9. Limitation of liability

To the fullest extent permitted by law, David Arthur Software and its suppliers will not be liable for any indirect, incidental, special, consequential or punitive damages, or any loss of data, profits or goodwill, arising out of or in connection with your use of CCTV Converter or of any output it produces. Nothing in these terms limits or excludes any liability that cannot be limited or excluded under applicable law, including liability for death or personal injury caused by negligence or for fraud, and nothing here affects your statutory rights as a consumer.

10. Changes to these terms

We may make minor changes to these terms — for example to clarify wording or correct errors — by updating this page and the “last updated” date above. Where a change is material we will say so on this page.

11. Governing law and jurisdiction

These terms are governed by the laws of England and Wales. Any dispute will be dealt with by the courts of England and Wales. If you are a consumer resident elsewhere in the United Kingdom, you have the right to bring proceedings in the courts of the part of the United Kingdom where you live.
